Jobless claims at 4-year low, lift recovery hopes

WASHINGTON (Reuters) - The number of Americans claiming new unemployment benefits dropped to a four-year low last week, bolstering hopes a recent pick-up in job growth will prove lasting.

Initial claims for state jobless benefits fell 5,000 to a seasonally adjusted 348,000, the lowest level since February 2008, the Labor Department said on Thursday. Economists polled by Reuters had forecast claims rising to 354,000 last week.

A separate report showed a gauge aimed at predicting future U.S. economic activity rose sharply in February, pointing to strengthening growth. The data suggests a firming of U.S. economic activity even as China slows and the euro zone slumps.

"Although there is some indigestion, courtesy of China and continued economic and financial market challenges in Europe, domestically things here still support moderate economic growth," said Michael Strauss, chief economist at Commonfund in Wilton, Connecticut.

A four-week moving average of new claims, a better measure of trends, declined 1,250 to 355,000. The data covered the survey week for the government's report on March employment. New claims dropped 5,000 between the February and March survey periods, suggesting another month of solid job growth.

Employers added 227,000 jobs to their payrolls in February, taking the tally for the past three months to 734,000. While the unemployment rate held at 8.3 percent, it has come down 0.8 percentage point since August.

The data on Thursday had little impact on U.S. financial markets as investors worried about the global economy. Other reports showed Chinese manufacturing contracted for a fifth straight month in March, while factory activity in France and Germany declined sharply.

BETTER FORTUNES FOR U.S.

In contrast, U.S. manufacturing activity continues to expand, thanks to stepped-up motor vehicle production, which has led factories to add more workers and extra shifts.

And even the housing market, a major source of pain for the economy, is improving. Home prices as measured by the Federal Housing Finance Agency were down 0.8 percent in January from a year-ago. In contrast, prices in January 2011 had been 4.6 percent lower than the year-earlier month.

Other data this week showed sales of previously owned homes at their second-highest level since May 2010 in February, and permits for homebuilding approaching a 3-1/2 year high.

Firming labor market conditions helped lift the Conference Board's Leading Economic Index 0.7 percent last month. Economists say while unseasonably mild weather has helped underpin the economy, a true labor market recovery was under way.

"There is more going on here than merely the benefits of a mild winter.?We believe that stronger job creation will be sustained throughout 2012," said John Ryding, chief economist at RDQ Economics in New York.

The claims report showed the number of people receiving benefits under regular state programs in the week ended March 10 after an initial week of aid fell to its lowest level since August 2008.

Despite the improving picture, long-term unemployment remains a major problem. About 43 percent of the 12.8 million out of work Americans in February had been jobless for more than six months.

A total of 7.28 million people were claiming unemployment benefits under all programs during the week ended March 3, the latest week for which data is available. That was down 142,499 from the prior week.

Energy requirements make Antarctic fur seal pups vulnerable to climate change

ScienceDaily (Mar. 21, 2012) ? A new study suggests that climate change could pose a risk for Antarctic fur seals in their first few months of life.

The study, published in the journal Physiological and Biochemical Zoology, found that changing weather conditions can impact the metabolic rates of fur seal pups. Climate models predict windier and wetter conditions in Antarctica in the coming years, and that could cause young seals to assign more energy to thermoregulation, leaving less available for growth and development.

For their study, a team of scientists led by Dr. Birgitte McDonald (University of University of California, Santa Cruz) gathered data from 48 young seals on Livingston Island, just off the Antarctic Peninsula, to find out how much energy pups get from their mothers and how they use it.

"Energy budgets are important if we are to understand how individuals interact with their environment," McDonald said. "In juvenile animals we need to know how they allocate energy towards growth, energy storage, maintenance including thermoregulation, and development of foraging skills to facilitate a successful transition to independence."

The team measured milk energy intake, field metabolic rate, and growth rate over three developmental periods during in the seals' first four months of life, when they are completely dependent on mother's milk. The research found that in newborn pups, around 60 percent of the milk energy they receive from their mothers goes to growth. But as the pups get older and their mothers begin leaving them behind periodically to go on foraging trips, that percentage begins to fall. By the age of one month, pups only have about 25 percent of their energy available for growth.

As expected, the researchers found that the biggest predictor of a pup's growth rate was the amount of milk they ingested, showing just how important maternal investment is when growing up in such harsh conditions. But other factors were also important in determining a pup's energy throughput, including the pup's size and condition at birth and environmental factors like weather.

"If climate change models are correct and the Antarctic Peninsula gets windier and wetter weather, this may influence how much energy is available for growth," McDonald said. "Changes in prey availability and climate may lead pups to conserve energy by sacrificing the development of foraging skill or to wean at a lower mass or body condition, resulting in negative impacts on the ability to transition successfully to nutritional independence."

McDonald hopes the research will lead to better predictions about how a changing environment may ultimately affect young seals and seal populations.

French police corner school shootings suspect

French police surrounded a house Wednesday where a man suspected of a series of deadly shootings was holed up, claiming he had carried out the attacks to avenge Palestinian children.

Two officers were wounded as shots rang out in the ongoing operation to arrest the suspect, thought to be a French national of North African origin who declared that he was a member of the Al-Qaeda network, officials said.

Armed officers investigating three recent attacks in which a scooter-riding serial killer gunned down seven people in cold blood, including three Jewish children, sealed off an address in the Cote Pavee residential district of the southern city of Toulouse.

Shots rang out periodically, an AFP reporter at the scene said. The area was cordoned off by police, including members of the RAID special weapons squad. Interior Minister Claude Gueant said the siege was continuing.

Gueant said the 24-year-old suspect had spoken to officers through his door, and had declared himself to be a "mujaheedeen" or Islamic warrior fighting to avenge Palestinian children killed in the conflict with Israel.

The victims of the attacks were three soldiers, three Jewish children and a rabbi and the police raid came on the day that they were to be buried.

The minister confirmed two officers had been lightly wounded in the raid, during which the suspect had shot through a door.

"The suspect's mother was brought to the scene. She was asked to make contact with her son, to reason with him, but she did not want to, saying she had little influence on him," Gueant said.

"This person has made trips to Afghanistan and Pakistan in the past ... and says he belongs to Al-Qaeda and says he wanted to avenge Palestinian children and to attack the French army," he added.

"He has links with people involved in jihadism and salafism," he added, referring to two strains of Muslim thought that have influenced Al-Qaeda.

Gueant said the suspect's brother had been detained while checks were carried out, although he confirmed that only one suspect had been at the scenes of the three shooting attacks carried out since March 11.

"Today there are several operations being carried out at the same time in the Toulouse metropolitan area," prosecutor Olivier Christen said.

Neighbours leaving the cordoned area said the suspect was on the first storey of a small building on the usually quiet housing estate. They said the first shots had run out around 3:00 a.m. (0200 GMT).

He is thought to be a 24-year-old man who had previously travelled to the lawless border area between Pakistan and Afghanistan which is known to house al-Qaeda safehouses, one of the officials told AFP.

"He was in the DCRI's sights, as were others, after the first two attacks," an official said, referring to France's domestic intelligence service, adding: "Then the criminal investigation police brought in crucial evidence."

Another source close to the inquiry said police were confident they had tracked down the right suspect and added: "He's one of those people who have come back from warzones that always worry the intelligence services."

If the suspect is proved to have been responsible for the killings, it would bring to an end one of the most intense manhunts in French history and help calm tensions after the series of attacks disrupted a presidential election.

The shootings began on March 11, when a paratrooper of North African origin arranged to meet a man in Toulouse to sell him a scooter which he had advertised online, revealing in the ad his military status.

Imad Ibn Ziaten, a 30-year-old staff sergeant in the 1st Airborne Transportation Regiment, was shot in the head at close range with a .45 calibre pistol, a method that was to become the suspect's signature.

Four days later three more paratroopers from another regiment were gunned down -- two of them fatally -- in the same fashion in a street in the garrison town of Montauban, 45 kilometres (29 miles) away.

The dead -- Corporal Abel Chennouf, 25, and Private First Class Mohammed Legouade, 23, both of the 17t Parachute Engineering Regiment -- were French soldiers of North African Arab origin.

Arab soldiers are prized targets for groups like Al-Qaeda, which regards Muslims who fight for Western armies as traitors.

Then on Monday the shooter, still wearing a motorcycle helmet and riding a scooter, attacked the Ozar Hatorah Jewish school in Toulouse, killing a religious studies teacher, his toddler sons and a seven-year-old girl.

Anti-terrorist magistrates said the same gun and make of scooter was used in all three attacks and noted that the three attacks were carried out at precise four-day intervals.

On Wednesday, the bodies of the four Jewish victims arrived in Israel.

Rabbi Jonathan Sandler, his sons Arieh, 5, and Gabriel, 4, and seven-year-old Miriam Monsonego arrived at Ben Gurion international airport near Tel Aviv shortly before dawn. They were to be buried later in the day.

The slain French soldiers were also to be buried later in the day, in Montauban, at a ceremony to be attended by Presidency Nicolas Sarkozy and his Socialist rival for the presidency Francois Hollande.

Ibn Ziaten will be buried in Morocco, the Moroccan consul general in Toulouse was quoted as saying on Tuesday.

Both Sarkozy and Hollande temporarily suspended their campaigns following Monday's attack, as France was traumatised by an unprecedented series of hate crimes. The first round of the vote is due on April 22, with a run-off on May 6.

HP to merge printer, PC arms in revamp: sources

SAN FRANCISCO (Reuters) - Hewlett Packard Co CEO Meg Whitman plans to combine the computing giant's PC and printing divisions in a major internal overhaul intended to spur combined sales of hardware to customers, two sources familiar with the move told Reuters.

That reorganization, expected to be announced "soon," would see printing division chief Vyomesh Joshi step down and current PC chief Todd Bradley head up the combined unit, the sources said on condition of anonymity, because the information was not yet public.

Chief Executive Officer Whitman is looking to streamline the organization to make it easier for customers to buy the two products together, and to reinvest any savings into research and development, one of the sources said.

HP, the largest U.S. technology company by revenue, is struggling to keep its core personal computing business in the black as mobile devices from tablets to smartphones eat into sales and is trying to reinvent itself as a major enterprise computing provider.

The decades-old corporation, often mentioned in accounts of the founding of Silicon Valley, has been through its share of turmoil in past years.

HP considered for months last year a proposal to sell or spin off its PC arm, known as the personal systems group. That emerged as the company announced it would get out of the business of making tablets with the failure of its TouchPad.

But after Whitman's predecessor and former CEO Leo Apotheker was himself ousted in September for failing to revive a moribund stock, the company abandoned the idea and deemed personal computers core to its overall strategy.

HP's moves evoked a mixed response from analysts. While they felt Whitman was moving at an impressive speed to fix issues at the company and jump-start growth, the advantages of the integration were unclear.

"It's too early to tell what this is going to do," Sterne Agee analyst Shaw Wu said. "The risk I think is that both (divisions) have very different business models."

A MOBILE WORLD

Earnings plummeted 44 percent in the fiscal first quarter and revenue slid 7 percent as the once-storied institution -- which has changed CEOs twice in recent years -- struggled to galvanize computer sales.

The most recent move is intended to reap the synergies of two divisions whose hardware products are often sold side-by-side, said the second source familiar with the plan.

The company feels it makes more operational sense to integrate the two with combined product offers, the source said.

"Meg Whitman is moving quickly to institute changes, e.g., fewer silos, greater emphasis on R&D, more conservative expectations," ISI group analyst Brian Marshall said. "Last week, we meet with the head of HP Labs and were impressed with the new organizational focus/direction put in place by CEO Whitman."

While HP still leads the market in PC sales, growth of that division has been dwindling as mobile usage takes off across the globe.

Bradley would be overseeing the largest division within HP. Last year, the printing and PC group pulled in $65.35 billion of revenue in fiscal 2011. A former CEO of Palm, which HP acquired in 2010, he had previously been considered for the top job at HP following the ouster of Mark Hurd as CEO in 2010.

Joshi, a veteran HP executive, would be stepping down after about 31 years at the company. He joined HP in 1980 as a research and development engineer.

Tech blog AllThingsDigital first reported on the reorganization.

The company declined to comment on the report.

Shares in HP slid 1.2 percent to $24.04 in afternoon trade.

Scientists at NASA's Jet Propulsion Laboratory have put out a new video to address false claims about the "Mayan apocalypse," a non-event that some people believe will bring the world to an end on Dec. 21.?

In the video, which was posted online Wednesday (Mar. 7), Don Yeomans, head of the Near-Earth Objects Program Office at NASA/JPL, explains away many of the most frequently cited doomsday?scenarios. [See video]

Addressing the belief that the calendar used by the ancient Mayan civilization comes to a sudden end in December 2012, and that this will coincide with a cataclysmic, world-ending event, Yeomans said: "Their calendar does not end on December 21, 2012; it's just the end of the cycle and the beginning of a new one. It's just like on December 31, our calendar comes to an end, but a new calendar begins on January 1."

Yeomans also attempted to allay fears regarding potential causes of a Mayan apocalypse, including Nibiru, an imaginary planet that some people think is swinging in from the outer solar system just in time to collide with Earth in December. "This enormous planet is supposed to be coming toward Earth, but if it were, we would have seen it long ago. And if it were invisible somehow, we would have seen the [gravitational] effects of this planet on neighboring planets. He added that there is zero possibility of a NASA cover-up. "Can you imagine thousands of astronomers who observe the skies on a daily basis keeping the same secret from the public for several years?"

As for solar flares, Yeomans explained that these do exist ? in fact, two massive solar flares erupted just days ago, sending bursts of solar radiation into space ? but they are part of the sun's normal 11-year cycle. Radiation from solar flares can damage orbiting satellites, but Earth's magnetosphere shields its inhabitants from the blasts, and the flares are not a health concern.

"Then we have planetary alignments," Yeomans said. Some doomsayers believe the other planets and the sun will align with the Earth in December and cause catastrophic tidal effects. "Well, first of all, there are no planetary alignments in December of 2012, and even if there were, there are no tidal effects on the Earth as a result. The only two bodies in the solar system that can affect the Earth's tides are the moon, which is very close, and the sun, which is massive and also fairly close. But the other planets have a negligible effect on the Earth."

(Incidentally, it is perfectly normal for the sun and moon to align, bolstering each other's ?gravitational pulls on Earth and generating higher-than-normal ocean tides. This happens twice each month.)

Addressing the claim that Earth's axes are going to shift on Dec. 21, 2012, he said: "The rotation axis can't shift because the orbit of the moon around the Earth stabilizes it and doesn't allow it to shift." He noted that the magnetic field does shift every half-million years or so, but "there's no evidence it's going to happen in December, and even if it were to be shifting, it takes thousands of years to do so. And even if it did shift, it's not going to cause a problem on the Earth apart from the fact that we're going to have to recalibrate our compasses." [What If Earth's Magnetic Poles Flip?]

Invoking the astronomer Carl Sagan's famous maxim, he said: "Extraordinary claims require extraordinary evidence. Since the beginning of time there have been literally hundreds of thousands of predictions for the end of the world, and we're still here."

Deadly tornadoes created seismic waves

The deadly storms that struck the Midwest and South last week were so strong that they created seismic waves.

One of the twisters that struck southeastern Missouri and southern Illinois on Feb. 29 passed through a seismic detection array that includes more than 100 state-of-the-art digital seismographs across the U.S. heartland.

While seismographs have been known to detect seismic activity related to tornadoes, it is highly unusual to have the instruments recording information so close to a tornado, the researchers said.

"In examining the seismograms, we recorded unusual seismic signals on three of our stations in southern Illinois," said Michael Hamburger, a geologist at Indiana University and one of the researchers conducting the experiment. "The seismograms show a strong, low-frequency pulse beginning around 4:45 a.m. (local time) on Feb. 29. Our preliminary interpretation, based on other seismic records of tornadoes, suggests that we were recording not the tornado itself, but a large atmospheric pressure transient related to the large thunderstorms that spawned the tornadoes."

The seismographs that detected the pulse are near Harrisburg, Ill., a town of 9,000 where a pre-dawn EF-4 strength twister caused extensive damage, killed six people and injured about 100 more.

The researchers initially thought that some of the instruments might be damaged by the storm, but after the twisters passed they were still alive and streaming data. A closer look at the data showed the strange "tornado seismograms" that were recorded on seismographs near Harrisburg.

A seismic pressure gradient associated with the tornado produced a slow, minute tilting of the seismograph that lasted for several minutes, Hamburger said. This sort of pressure-related signal may help scientists better understand atmospheric activity that takes place right before tornadoes touch down, he said.

The research team is now looking to compare recordings with other tornado-related signals and to dig deeper into the analysis.

The seismic experiment, dubbed "OIINK" for its geographic coverage in parts of the Ozarks, Illinois, Indiana and Kentucky, includes the positioning of 120 seismometers to study earthquakes and geological structure in a key area of North America. They are recording thousands of earthquakes from the study area and around the world, as well as nearby mining and quarry explosions.

Judge Individual Risk for Colorectal Cancer Screening Choice ...

New guidance from the American College of Physicians advises doctors to evaluate each patient?s individual risk and base colorectal cancer screening on that assessment.

Clinicians should perform an individual colorectal cancer risk assessment for all adults.
Average risk adults should be screened at age 50. Individuals at high risk should begin screening at age 40 or 10 years before the youngest relative was diagnosed with colorectal cancer.
Average risk individuals should be screened with a stool-based test, flexible sigmoidoscopy, or optical colonoscopy. Colonoscopy should be used to screen patients who are at high risk.
Clinicians should stop screening for patients over 75 or adults with less than 10 years of life expectancy.

Rather than develop a brand-new set of colorectal cancer screening guidelines for healthcare providers, the Clinical Guidelines Committee of American College of Physicians (ACP) reviewed and evaluated existing guidelines in the National Guidelines Clearinghouse including:

After reviewing the published guidelines and rating them using the Agree II standards, the committee, agreed on the four Guidance Statements:

Guidance Statement 1: ACP recommends that clinicians perform individualized assessment of risk for colorectal cancer in all adults.

Guidance Statement 2: ACP recommends that clinicians screen for colorectal cancer in average-risk adults starting at the age of 50 years and in high-risk adults starting at the age of 40 years or 10 years younger than the age at which the youngest affected relative was diagnosed with colorectal cancer.

Guidance Statement 3: ACP recommends using a stool-based test,flexible sigmoidoscopy, or optical colonoscopy as a screening test in patients who are at average risk. ACP recommends using optical colonoscopy as a screening test in patients who are at high risk. Clinicians should select the test based on the benefits and harms of the screening test, availability of the screening test, and patient preferences.

Guidance Statement 4: ACP recommends that clinicians stop screening for colorectal cancer in adults over the age of 75 years or in adults with a life expectancy of less than 10 years.

Note that the definition of high risk in Guidance Statement 2 is not clear. While age, race, and family history are considered, personal medical history is not. No specific guidance is provided for people with inherited colorectal cancer syndromes. The authors write:

Clinicians should perform individualized assessment of colorectal cancer risk in all adults to help in deciding when to begin screening. Risks for colorectal cancer include age, race, and family history (for example, diagnosis of colorectal cancer, hereditary nonpolyposis, or familial adenomatous polyposis). Diagnosis of colorectal cancer in a first degree relative, especially before age 50 years, increases the probability of colorectal cancer in all adults; a thorough family history, including the age of diagnosis of colorectal cancer for primary and secondary relatives, is important for assessing this risk. African Americans have the highest incidence of colorectal cancer compared with other races.

A simple set of screening questions is available online for health professionals to use to identify Lynch syndrome (hereditary non-polyposis colon cancer) in patients as young as 25.

What Does This Mean for Patients

The ACP guidelines are nothing new.? They review existing colorectal cancer screening guidelines and provide a simple four point guide for deciding on when and how to screen for colorectal cancer.

Perhaps the strongest take-away message is that the first step in deciding what is the right screening test and the right time to begin screening is to assess individual risk for colorectal cancer.

Patients with average risk should begin screening at age 50. The best test is for people of average risk is based on risks and benefits for the patient, is available, and is preferred by the patient.
