Three children wounded in Kenya church grenade attack

NAIROBI (Reuters) - Three children who were attending Sunday school at a church in the Kenyan capital Nairobi were wounded when a hand grenade was thrown into the church, police said on Sunday.

Kenya has suffered a series of grenade attacks since it sent troops across the border into Somalia last October in pursuit of Islamist al Shabaab militants who it blamed for kidnapping its security personnel and Western tourists.

"There was an attack at St. Polycarp's church on Juja Road. Some people threw a hand grenade at a Sunday school service. Three children were injured," Charles Owino, deputy police spokesman, told Reuters.

Local television station, Citizen, reported that one child later died from his wounds.

"We suspect this blast might have been carried out by sympathizers of al Shabaab. These are the kicks of a dying horse since, of late, Kenyan police have arrested several suspects in connection with grenades," Owino said.

Masked assailants launched simultaneous gun and grenade raids on two churches in the northern town of Garissa in July, killing at least 17 people.

On Thursday, Kenyan troops under the African Union forces' banner launched a surprise offensive on the southern Somali port of Kismayu, the last stronghold of the al Shabaab, prompting the rebels to flee from the city.

Last Western detainee at Gitmo returns to Canada

(AP) ? The last Western detainee held at the U.S. military prison in Guantanamo Bay returned to Canada Saturday after a decade in custody and was transferred to a maximum security prison where he awaits parole, Canada's public safety minister said Saturday.

Vic Toews said that 26-year-old Omar Khadr arrived at a Canadian military base on a U.S. government plane early Saturday and was transferred to the Millhaven maximum security prison in Bath, Ontario.

The son of an alleged al-Qaida financier, Khadr pleaded guilty in 2010 to killing a U.S. soldier in Afghanistan and was eligible to return to Canada from Guantanamo Bay last October under terms of a plea deal. Canada's conservative government took almost a year to approve the transfer.

The U.S. Defense Department confirmed the transfer in a statement and said 166 detainees remain in detention at Guantanamo Bay.

Khadr was 15 when he was captured in 2002 in Afghanistan, and has spent a decade at the Guantanamo prison set up on the U.S. naval base in Cuba to hold suspected terrorists after the Sept. 11, 2001, attacks. He received an eight-year sentence in 2010 after being convicted of throwing a grenade that killed Army Sgt. 1st Class Christopher Speer during a 2002 firefight.

"His head is spinning a bit and it's going to be a real adjustment for him, but at the same time he is so happy to be home," John Norris, Khadr's Canadian lawyer, told The Associated Press.

"He can't believe that it is finally true. He simply can't. For very good reason he was quite fearful that the government would not follow through on its word and he's pinching himself right now not believing that this government has finally kept its word," he said.

Norris said Khadr would be eligible for parole as early as the summer of 2013. He said he's been returned to Canada 10 years too late.

Toews said that the U.S. government initiated Khadr's transfer and suggested that Canada had little choice but to accept him because he is a Canadian citizen. It will be up to Canada's national parole board to release him, Toews said.

"Omar Khadr is a known supporter of the al-Qaida terrorist network and a convicted terrorist," Toews said.

Toews called for "robust conditions of supervision" if Khadr is granted parole. Toews said in his written decision that he reviewed all the files forwarded by the U.S. government and said the parole board should consider his concerns that Omar "idealizes" his father and "appears to deny "Ahmed Khadr's lengthy history of terrorist action and association with al-Qaida."

Toews also said that Omar Khadr's mother and sister "have openly applauded" his father's "crimes and terrorist activities" and noted that Omar has had "little contact with Canadian society and will require substantial management in order to ensure safe integration in Canada."

"I am satisfied the Correctional Service of Canada can administer Omar Khadr's sentence in a manner which recognizes the serious nature of the crimes that he has committed and ensure the safety of Canadians is protected during incarceration," Toews said.

Norris said it is regrettable that the minister is trying to influence the parole board.

"Most of what he has said there is simply not true. It's part of the stereotype of Omar that this government has been disseminating from the beginning," Norris said.

He added that once the Correctional Service "will get to know Omar" they will "recommend appropriate conditions."

Canadian Prime Minister Stephen Harper's Conservative government had long refused to request the return of Khadr, the youngest detainee held at Guantanamo. The reluctance is partly due to suspicions about the Khadr family, which has been called "the first family of terrorism."

Defense attorneys have said Khadr was pushed into fighting the Americans in Afghanistan by his father, Ahmed Said Khadr, an alleged al-Qaida financier whose family stayed with Osama bin Laden briefly when Omar Khadr was a boy.

The Egyptian-born father was killed in 2003 when a Pakistani military helicopter shelled the house where he was staying with senior al-Qaida operatives.

The father was arrested in Pakistan in 1995 after a bomb attack targeting the Egyptian embassy in Islamabad, but was released after former Canadian Prime Minister Jean Chretien appealed to Pakistan to give him due process. Canada was embarrassed when he later emerged as a senior al-Qaida figure.

His son, Omar, was found in the rubble of a bombed-out compound badly wounded and near death in Afghanistan in 2002.

Khadr's family did not immediately respond to messages seeking comment about his release. Norris said he told the family Saturday morning that Omar had returned to Canada.

Norris said it's not for him to say whether Omar should live with his family once he's released.

"You can't change the fact that they are his family," Norris said. "They love him and I know that they'll find a way."

Norris said Khadr has received some education in Guantanamo Bay and hopes that will continue so that he's able to reintegrate into the community.

Khadr has claimed in the past that he was abused at Guantanamo, but Canadian Foreign Affairs officials said they accept U.S. assurances that Khadr was treated humanely. Human rights groups and opposition parties in Canada have long criticized Harper's Conservative government for not doing enough for Khadr.

U.S. Defense Secretary Leon Panetta signed off on Khadr's transfer in April. Panetta said in Ottawa earlier this year that sending Khadr back to Canada would be an important step because it would serve as an example to other detainees who are looking to return to their home countries or other places. Some Guantanamo detainees have been reluctant to agree to plea deals after noting that Khadr had remained in Guantanamo despite being eligible to leave since last October.

Suzanne Nossel, Amnesty International USA Executive Director, said the Guantanamo prison should finally be closed. She said Canada now has a chance to right what she called the many wrongs against Khadr and called for an investigation into Khadr's allegations of torture.

"Given the Obama administration's glacial pace towards closing the U.S.-controlled detention center, little and late though it is, today's news represents progress," Nossell said in a statement. "Khadr was imprisoned at the age of 15, subjected to ill-treatment and then prosecuted in a military commissions system that does not meet international fair trial standards. Growing up in Guantanamo and facing more prison time in Canada, his future remains uncertain."

The New York-based Center for Constitutional Rights released a statement calling Khadr's case "one of the ugliest chapters in the decade-long history of Guantanamo."

"Khadr never should have been brought to Guantanamo. He was a child of fifteen at the time he was captured, and his subsequent detention and prosecution for purported war crimes was unlawful, as was his torture by U.S. officials," CCR Legal Director Baher Azmy said.

Obama Blames GOP for Lagging Housing Crisis

Citing historically low mortgages, President Barack Obama is pressing Republicans to back housing policies the White House says would help struggling homeowners refinance their debts and prevent foreclosures.

Obama is blaming congressional Republicans for not passing legislation he proposed in February that would lower lending rates for millions of borrowers who have not been able to get out from under burdensome mortgages. Republicans have objected, citing among other things the estimated $5 billion to $10 billion cost of the proposal.

"Here we are ? seven months later ? still waiting on Congress to act," Obama said Saturday in his weekly radio and Internet address.

Congress has recessed and is not scheduled to return until after the November elections.

"Instead of worrying about you, they'd already gone home to worry about their campaigns," the president said.

Obama's push comes as home prices have been rising across the United States. National home prices increased 1.2 percent in July, compared with the same month last year, according to the Standard & Poor's/Case Shiller index released Tuesday.

In the Republican weekly address, Arizona congressional candidate Vernon Parker said the U.S. corporate tax rate is pushing jobs overseas. He said he agrees with GOP presidential candidate Mitt Romney and his running mate, Paul Ryan, "that we need to stop all the looming tax hikes and develop a pro-growth tax code that brings jobs home and keeps jobs here."

He also called for the repeal of Obama's healthcare law.

"Hitchcock" World Premiere to Open AFI Fest

LOS ANGELES (TheWrap.com) - "Hitchcock," the Sacha Gervasi film starring Anthony Hopkins as Alfred Hitcock and Helen Mirren as his wife, Alma Reville, will have its world premiere on the opening night of the 2012 AFI Fest, the American Film Institute announced on Thursday.

The film, which was recently scheduled for a November release by Fox Searchlight, will premiere at AFI Fest on Thursday, November 1.

"Hitchcock" focuses on the making of the 1960 film "Psycho," and also features Scarlett Johansson as Janet Leigh, Jessica Biel as Vera Miles and James D'Arcy as Anthony Perkins.

"This film pulls back the curtain and takes us behind-the-scenes of his lifelong collaboration with his wife Alma during the making of his 1960 masterpiece 'Psycho,'" said AFI Fest director Jacqueline Lyanga in a release announcing the selection. "It's the perfect film to welcome our audience of movie-lovers with on opening night."

AFI president and CEO Bob Gazzale called the film "a bloody valentine to creative genius and the inspired woman at his side."

Hitchcock conducted a master seminar at the AFI in 1970, and received the organization's Life Achievement Award in 1979. Four of his films, including "Psycho," appear on the AFI's list of the 100 greatest movies of all time. ("Vertigo," "Rear Window" and "North by Northwest" are the others.)

The film marks a change of pace for co-writer and director Gervasi, whose last film was the music documentary "Anvil! The Story of Anvil." Although he wrote the films "The Big Tease" and "The Terminal," "Hitchcock" marks his narrative directorial debut.

The recent decision by Fox Searchlight to give it a November release in the heart of awards season was seen as a sign that the studio expects "Hitchcock" to be a factor in this year's Oscar race.

The AFI Fest 2012, which is sponsored by Audi, will kick off on November 1 with the "Hitchcock" gala and will run through November 8, when it will close with the premiere of Steven Spielberg's "Lincoln."

Tickets are free to the public, though only paid patron passholders will receive reserved tickets to high-profile events like the "Hitchcock" premiere. Tickets will be made available to AFI members on October 24, and to the general public on October 25.

Turkey's Erdogan slams Russia, China, Iran over Syria

ISTANBUL (Reuters) - Turkish Prime Minister Tayyip Erdogan lashed out at Russia, China and Iran on Thursday, saying their stance on the crisis in neighboring Syria was allowing a massacre to go on unabated.

Erdogan has been one of Syrian President Bashar al-Assad's harshest critics, accusing him of creating a "terrorist state", allowing the Syrian opposition to organize on Turkish soil, and pushing for a foreign-protected safe zone inside Syria.

Washington sees Turkey as the key player in supporting Syria's opposition and planning for the post-Assad era, but Ankara has found itself increasingly isolated and frustrated by a lack of international consensus on how to end the chaos.

"The main source of disappointment is Russia. Let alone raising its voice against Syria, it stands by the massacre," Erdogan said in an interview broadcast live on Turkish television station NTV.

"China stands by Russia, and although (Chinese President) Hu Jintao had told me they wouldn't veto the plan (for a safe zone) for a third time, they did at the U.N. vote," Erdogan said.

He described Iran's position on the 18-month-old uprising against Assad as "impossible to understand".

World leaders meeting at the United Nations this week have expressed concern at the continuing violence in Syria but remain deadlocked over their response.

The United States, European allies, Turkey and Gulf Arab states have sided with the Syrian opposition while Iran, Russia and China have backed Assad, whose family and minority Alawite sect have dominated Syria for 42 years.

Protection for rebel-held areas in Syria would require no-fly zones enforced by foreign aircraft, which could stop deadly air raids by Assad's forces. But there is little chance of securing a Security Council mandate for such action given the opposition of veto-wielding members Russia and China.

China insists any solution to Syria's crisis must come from within the country, while Russia has said many Syrians still support Assad.

Erdogan had been due to travel to New York to join the U.N. General Assembly meetings but cancelled his trip at the last minute. Officials cited a heavy work schedule ahead of a key ruling party congress on Sunday, but some observers said it was a sign of frustration at the international deadlock.

The violence in Syria is spiraling as Assad responds to rebel military gains with air strikes and artillery bombardment, killing hundreds every day and sending close to 300,000 refugees into neighboring Jordan, Iraq, Lebanon and Turkey.

"Assad's days are numbered," Erdogan said. "He may have to leave soon, he can't resist this anymore."

Chart shows answers to health care questions

(AP) ? It still divides us, but most Americans think President Barack Obama's health care law is here to stay.

More than 7 in 10 say the law will fully go into effect with some changes, ranging from minor to major alterations, a new Associated Press-GfK poll finds.

Only 12 percent expect the Affordable Care Act ? "Obamacare" to dismissive opponents ? to be repealed completely.

The law ? covering 30 million uninsured, requiring virtually every legal U.S. resident to carry health insurance and forbidding insurers from turning away the sick ? remains as contentious as the day it passed more than two years ago. There's still more than another year before its major provisions go into effect on Jan. 1, 2014.

Although the overhaul survived a Supreme Court challenge in June, the November election appears likely to settle its fate. Republican Mitt Romney vows to begin repealing it on Day One while Obama pledges to carry it out faithfully.

But the poll found that Americans are converging on the idea that the overhaul will be part of their lives, although probably not down to its last comma. They don't totally buy what either candidate is saying.

"People are sort of averaging out the candidates' positions," said Harvard School of Public Health professor Robert Blendon, who tracks polling on health care issues.

Forty-one percent said they expect the law to be fully implemented with minor changes, while 31 percent said they expect to see it take effect with major changes. Only 11 percent said they think it will be implemented as passed.

Americans also prefer that states have a strong say in carrying out the overhaul.

Sixty-three percent want states to run new health insurance markets called "exchanges." Open for business in 2014, exchanges would sign up individuals and small businesses for taxpayer-subsidized private coverage. With GOP governors still on the sidelines, the federal government may wind up operating the exchanges in half or more of the states, an outcome only 32 percent of Americans want to see, according to the poll.

Developed with researchers from Stanford University and the University of Michigan, the poll also found an enduring generation gap, with people 65 and older most likely to oppose the bill and those younger than 45 less likely to be against it.

Republicans remain overwhelmingly opposed to the overhaul and in favor of repeal. But only 21 percent said they think that will actually come about.

Romney supporter Toni Gardner, 69, a retired school system nurse from Louisville, Ky., said that until a few weeks ago she was sure her candidate fully supported repeal, as she does.

But then Romney said in an interview there are a number of things he likes in the law that he would put into practice, including making sure that people with pre-existing medical problems can get coverage. The Romney campaign quickly qualified that, but the candidate's statement still resonates.

"If Romney gets in, he'll go with parts of it," Gardner said, "and there are parts of that he won't go with."

Gardner thinks expanding coverage will cost too much and may make it harder to get an appointment with a doctor. Besides, she doesn't believe the government can handle the job. She's covered by Medicare ? a government-run health system ? but says "that wasn't a choice that I had."

At 26, Santa Monica, Calif., web developer Vyki Englert has only bare-bones health insurance coverage. Her parents, a preschool teacher and a self-employed photographer, are uninsured. Englert says she thinks the law will largely go into effect as passed. (Among 18- to 29-year-olds, 60 percent think it will be implemented with only minor changes or none at all.)

Englert says that she supports guaranteeing coverage to people with health problems and that provisions such as broader coverage for birth control will help younger women such as her.

"I kind of see a day-to-day way where this law could benefit me," she said. Englert says the health care law dovetails with a trend toward consumerism in her generation. Older Americans "don't have the context of the young people," she added. "They are looking more at the theoretical impact on the budget and the country."

Overall, the poll found Americans divided on repeal, with neither side able to claim a majority. Forty-nine percent said the health care law should be repealed completely, while 44 percent said it should be implemented as written.

The notion that the law will be implemented with changes, captured in the poll, mirrors a discussion behind the scenes in Washington, particularly among some Republicans.

"Whoever wins the election, the (health care law) is going to be modified," Mark McClellan, who ran Medicare under former President George W. Bush, said in a recent interview.

Congressional Republicans say if tax increases are on the table in budget negotiations with a re-elected Obama, changes to the health care law or delays in implementation are also fair game.

Some parts of the law already are in effect; its big push to cover the uninsured doesn't come until 2014.

Public opinion about the law itself has barely budged since 2010, soon after it passed. At the time, 30 percent supported it. That's now 32 percent. And 40 percent opposed the overhaul. That's now 36 percent.

Misconceptions about the law that reigned two years ago live on, including former Alaska Gov. Sarah Palin's widely debunked charge that it would create "death panels" to decide on care for the elderly and disabled. In 2010, 39 percent believed the law would set up committees to review individual medical records and decide who gets care paid for by the government. Forty-one percent still hold that view, according to the poll.

The poll asked people to say whether 18 different items were in the law or not and to rate how certain they were about their answers. Just 14 percent were right most of the time and sure of it.

Still, knowledge about what the law actually does is growing. More people are aware of provisions that allow adult children to stay on their parents' coverage until age 26, impose insurance mandates on individuals and businesses, and protect those with pre-existing medical conditions.

The poll was conducted Aug. 3-13 and involved interviews with 1,334 randomly chosen adults nationwide. It has a margin of sampling error of plus or minus 3.4 percentage points.

The survey was conducted online by GfK using its KnowledgePanel sample, which first chose people for the study using randomly generated telephone numbers and home addresses. Once people were selected to participate, they were interviewed online. Participants without Internet access were provided it for free.

Auto Sales Barreling Ahead, But Trucks & SUVs Lag

The U.S. economy is giving mixed signals these days. Stocks are up, as are home sales, but hiring -- though not on the decline -- is often described as anemic.

And yet, the U.S. auto market is charging full-steam ahead. In fact, J.D. Power predicts that the industry will see 12% growth this year, with 11.8 million vehicles sold at retail and another 2.7 million sold to fleet operators, for total sales of 14.5 million.

Power bases those predictions on current sales data, which shows that U.S. consumers are likely to purchase?952,200 new vehicles this month. That's 12% higher than September of last year, and maintains the 12% pace of growth we've seen earlier this year.

Winners, losers

Power says that most segments of the auto market are on track to see big gains in 2012. The biggest of the bunch will likely be?sub-compacts, compacts, and midsize vehicles, which could see sales growth of 25% (or more) above 2011.?

The losers? Midsize utilities and large SUVs.

Our take

J.D. Power's predictions are in keeping with trends we've seen throughout 2012 in the new and used auto markets, most of which are a result of high gas prices. (Today's national average: $3.81.)

In short, current shoppers are looking for fuel-efficient rides. That's why the average fuel economy of new cars sold is on its way up again?and why used vehicles -- especially gas-sippers like the Toyota Prius -- are retaining their values so well.?

The strength of the 2012 auto market is also a reflection of the challenges seen in 2011. Japanese automakers in particular struggled with natural disasters like the Tohoku earthquake and tsunami that struck in March of last year, which was followed a few months later by torrential flooding,?crippling production in Thailand. That caused new-vehicle shortages, which in turn caused prices to stay high, deterring some customers.

But 2012 doesn't just look good by comparison to 2011: it looks good no matter what metric you use. In fact, LMC Automotive (formerly J.D. Power Automotive Forecasting)?predicts that this year's growth spurt will continue in 2013, with total sales of 15 million vehicles, 12.3 million of which will be sold to retail shoppers like us.

Weight Loss has become mainstream media over the past 20 years, if not longer. Everyone wants to know How To lose weight fast, keep the weight off, and the easiest ways to stay fit. Everyone wants to jump on the ?next big thing? and hope that there train will come rolling in. The sad truth is that most of these people fail to lose weight. If they do, they can?t keep it off for very long.

Why is that? Well, for starters, weight loss isn?t a temporary solution. Since being chronically overweight or obese is a long term problem, weight loss needs to be viewed as a long term solution.

Did you or your child put on an extra ten pounds at one meal? What about one Christmas dinner? (well, that one might be possible, but hopefully not likely).

If you or your child didn?t gain all the weight in one sitting, what makes you think you can lose it all that fast? Common sense dictates that problems created over a period of time need to be solved over a similar period of time. Do you see now why we are targeting childhood obesity? We want to minimize the amount of time people are overweight and at risk for various health issues related to obesity. So if your child has only been overweight for a year or so, we can help to bring them back to the healthy weight in the same period of time, or much shorter depending on your efforts and determination.

If on the other hand an adult has been overweight for 15 years, then their weight loss process will take considerably longer.

The reason? Well, simply put, they have spent the past 15 years developing bad habits that now need to be broken and ideas about food that need to be reversed. Are we saying it will take just as long to lose the weight as it did to put it on?

Absolutely Not! However, it will take longer if you or your child has been overweight for a longer period of time. A good rule of thumb to get back into acceptable shape is one-two months of healthy living for every year of unhealthy living. So, if your child has been overweight for just a year, it will take only two months to get them back down to the proper weight and size. That is, of course, assuming that all the proper steps are followed.

There are three main steps that need to be adhered to in order to get to a healthy weight and stay there.

The three P?s are:

- Patience

- Planning and

- Persistence

Patience: This isn?t a race. You aren?t competing against the neighbor?s kids to get your kid in fighting shape by the next wrestling match. Instead, you need to focus on pacing yourself and your child so that the goal of weight loss can be achieved. You want your child to understand the value of patience in everything, and you need to understand that by being patient you are more likely to withstand the downturns when they come and bounce back.

Planning: Just throwing caution to the wind and picking up food at a whim is what got your child where he is today. Planning will take all of the guess work out of what you need to stock in the house so that the weight loss will be automatic. I gained 20 pounds after getting out of the Navy, and I felt gross. When you leave a regimented lifestyle and just pick out whatever sounds appetizing for the moment, you lose. No one can win without a plan. You?ve heard the term ?Failing to plan is like planning to fail? right? Well it?s no different here. You absolutely need to plan how to go about losing weight (you and your kids). We are here to help.

Persistence: Persistence is needed in order to see the plan through to completion. Without persistence you are going to fail. Nothing in life comes easy, whether you would like to think so or not. This is especially true in weight loss. Even Kirstie Alley wasn?t able to lose all of her love handles in one try, nor was it immediate. She implemented the three P?s and lost weight (at least the first time).

Short term goals The best way to feel as though you are making progress in any endeavor is to make short term goals.

An example of how to make a weekly goal would be:

- Instead of trying to get your child down three sizes in the next month, focus on how to get them eating fewer calories in the next week.

- Make lunches for your child for every day of the week

- Make a weekly dinner meal plan that you can actually implement

- Go for a 30 minute walk every evening after dinner

For monthly goals, try these out:

- Only go out for dinner four times this month (that includes fast food, pizza, and dine in type restaurants)

- Take part in an outdoor activity as a family every weekend

- Turn a nightly walk into a run once a week for the next month

- Read one book on weight loss and fitness

- Join a new group activity that you haven?t done before and attend the classes for one straight month (this can be the YMCA, a yoga class, dance class, martial arts, etc. Make it tailored to your child?s likes and dislikes)

Goals need to be specific and attainable. You don?t want your goal to be ?Lose two inches this month.? You can have that thought, or even overall long term goal, but you need to have short term goals that drive you towards that end. If your short term goal is too broad, you won?t be able to focus on smaller things that get you there. Your short term goals need to be small, focused, and attainable. Don?t make them easy goals, push the envelope a little, but don?t make them unattainable either.

For instance, don?t make a goal of losing ten pounds this week. Instead, make a goal of reducing your caloric intake by 100 calories daily. This will aid in losing those ten pounds down the road, but it won?t happen over night.

Remember: - Patience - Planning and - Persistence

Microsoft Streets & Trips 2013 with GPS Locator


In an age of?GPS apps, portable navigation devices, and even online HTML GPS clients, it's getting tougher and tougher to justify PC-based maps software. Microsoft has ended some of its long-running franchises like Encarta and Flight Simulator, but Microsoft Streets & Trips 2013 ($69.95 direct) ?is still kicking around. It's still flawed and not for everyone, and Microsoft hasn't upgraded it enough to justify buying the new version if you have the 2011 or 2012 editions. But even so, the software is still useful for RV campers, outdoor enthusiasts, or anyone looking for a comprehensive map and planning software that works offline on a laptop, away from cellular signal and with a much larger screen than you'd get on a smartphone.

The latest version offers some interesting improvements, including a higher-contrast user interface, 150,000 miles of new roads, and an expanded points-of-interest database, from 1.9 million to 2.5 million entries?still much lower than what you get with many stand-alone portable navigation devices, but a nice update nonetheless. Microsoft also added support for online user reviews of hotels, restaurants, and other attractions.

Installing the GPS Locator dongle wasn't easy, since there's no proper documentation. Install Streets & Trips 2013, boot it up, and you'll see a menu item for GPS Receiver Configuration. I clicked that, and it said it couldn't detect it. So I plugged it into a USB port, and waited, but nothing happened. Then I closed the program and tried the other USB port, at which point Windows 7 tried and failed to install the device driver successfully.

"Ah, maybe it's on the DVD," I thought?and found a folder called GPSDrvrs, which contained two subfolders: Navation and Pharos. The bottom of my GPS Locator said "Navation GPS 168" in tiny print, so I went with that folder, but it only contained .sys, .inf, and .cat files; there was no setup.exe file. The readme.htm file and fold-out Getting Started pamphlet each made no mention of the GPS Locator, either.?I eventually tried one more time and plugged it into the first USB port again; this time it installed successfully on its own. But when I fired up S&T 2013 again and went to GPS Receiver Configuration, it froze the program. After two minutes of a spinning cursor in the window, I had to force-quit.

Microsoft Streets & Trips 2013

Unfortunately, the GPS Locator was a bust this time around, even once I completed the installation. Sometimes, I'd get the program to see it, including the "COM3" or "COM4" port it was on, depending on which USB port I plugged it into. I even saw it searching for and finding satellites. But then other times, the entire window would gray out and the cursor would start spinning. It would stay like this again for several minutes, but the moment I pulled the GPS Locator out, I was able to continue using the program again. I know the GPS Locator works; it's the same exact one I've tested several times in the past few years, such as in our?Microsoft Streets & Trips 2011 review,?so I'll chalk it up to an issue with my current laptop.

GPS Locator-related issues aside, this program has always been about the maps themselves, even before MapQuest and (later) Google Maps took that task over for most people. For a small yet dedicated cadre of consumers, Streets & Trips is a comfortable program to use. As before, the program helps you optimize routes for efficiency and budget for fuel costs, and you can run searches for hotels, mechanics, restaurants, and other things on the run, again with no Internet connection required, since it's all stored locally.?A few new features: You can now turn all the pushpins off and on with a single click, and Microsoft raised the maximum drive time for each trip.Microsoft GPS Locator (Streets & Trips 2013)

The biggest problem I have is that for all these years and all these revisions, Streets & Trips 2013 still feels like an unfinished product. The user interface remains cluttered and difficult to understand, with way too many tiny icons and buttons. It still has flaky POI search; it's pretty particular about how you enter queries in order for it to deliver the correct results. And while the GPS Locator attachment means you don't need a separate portable navigation device if you're bringing your laptop with you, if you've ever become acquainted with a Garmin or TomTom unit, you'll find Streets & Trips 2013 to be pretty poor at voice navigation.

Make no mistake: Microsoft Streets & Trips 2013 is still a functional program, and it's the best version yet. But that's not saying much, since it has barely changed in several years. It still works and feels like software designed years ago, and the market for this software is increasingly narrow. That said, if you're already a loyal fan and haven't upgraded in a few years, or if you're just more comfortable planning trips on roadmaps using a PC than on a phone or portable GPS device, Streets & Trips 2013 is still a useful purchase?but a portable navigation device and a cell phone with Google Maps will work better for the vast majority of people.

Measuring Communications with Chapters ? Your Advice?

Measuring SuccessAre you measuring how effective your communications are with your members, or chapters, or affiliates?

Here?s a question for you that came in to me via email from a national organization that has local chapters across the country . . .

?We working hard to improve our communications with our chapters, both enhancing how and what goes out and comes in. We are also trying to set some metrics, such as tracking hits and opens, as well as satisfaction as reported in an annual survey. As we set these metrics for the next three years, we?re trying to see whether any other organizations are measuring the effectiveness of their communications, so that we might be able to benchmark against them.

Let me give one example of a metric: ?60% of chapter leaders report streamlined and improved communications that demonstrate two-way communication in the 2013 annual survey.? And we?d aim to increase that for 2014 and 2015. We just don?t want our numbers to be arbitrary . . .

New SARS-like virus detected in Middle East - TwinCities.com

LONDON?Global health officials are closely following a new respiratory virus related to SARS that is believed to have killed at least one person in Saudi Arabia and left another person in critical condition in Britain.

The germ is a coronavirus, from a family of viruses that cause the common cold as well as SARS, the severe acute respiratory syndrome that killed some 800 people, mostly in Asia, in a 2003 epidemic.

In the latest case, British officials alerted the World Health Organization on Saturday of the new virus in a man who transferred from Qatar to be treated in London. He had recently traveled to Saudi Arabia and is now being treated in an intensive care unit after suffering kidney failure.

Health officials don't know yet whether the virus could spread as rapidly as SARS did or if it might kill as many people.

"It's still (in the) very early days," said Gregory Hartl, a WHO spokesman. "At the moment, we have two sporadic cases and there are still a lot of holes to be filled in."

Hartl said it was unclear how the virus spreads. Coronaviruses are typically spread in the air but Hartl said scientists were considering the possibility that the patients were infected directly by animals. He said there was no evidence yet of any human-to-human transmission.

"All possible avenues of infection are being explored right now," he said.

So far there is no connection between the cases except for a history of travel in Saudi Arabia.

SARS was first spread to humans from civet cats in China.

Hartl said no other countries have so far reported any similar cases to WHO.

Other experts said it was unclear how dangerous the virus is.

"We don't know if this is going to turn into another SARS or if it will disappear into nothing," said Michael Osterholm, a flu expert at the University of Minnesota. He said it was crucial to determine the ratio of severe to mild cases.

SARS hit more than 30 countries worldwide after spreading from Hong Kong. Osterholm said it was worrying that at least one person with the disease had died. "You don't die from the common cold," he said. "This gives us reason to think it might be more like SARS," which killed about 10 percent of the people it infected.

Britain's Health Protection Agency and WHO said in statements that the 49-year-old Qatari national became ill on Sept. 3, having previously traveled to Saudi Arabia. He was transferred from Qatar to Britain on Sept. 11 and is being treated in an intensive care unit at a London hospital for problems including kidney failure. Respiratory viruses aren't usually known to cause serious kidney problems.

The Health Protection Agency said it was unaware of any ties the patient had to Britain and that he likely was in a private clinic in the Middle East before being transferred to the London hospital. It said none of the health workers involved in his treatment had fallen ill.

WHO said virus samples from the patient are almost identical to those of a 60-year-old Saudi national who died earlier this year. The agency isn't currently recommending travel restrictions and said the source of infection remains unknown.

Saudi officials said they were concerned the upcoming Hajj pilgrimage next month, which brings millions of people to Saudi Arabia from all over the world, could provide more opportunities for the virus to spread. They advised pilgrims to keep their hands clean and wear masks in crowded places.

The Hajj has previously sparked outbreaks of diseases including the flu, meningitis and polio.
